The money gap is out of balance.

When you have the goldsmith and jewelsmith completely upgraded there is a huge gap to cover to buy next facilities. Instead of needing maybe 300.000 the cheapest is around 1.200.000. You have to get lucky in the PvP or being able to save a lot of money.
This is making the game really hard en demotivating.

Can there be an upgrade in the future which covers this? Maybe add an extra facility which is cheaper to buy?

There's another gap after racetracks, I think it's just part of the game. Keep your head down, fight villians but not in conflict, and don't fight back with anyone that hits you. That should minimize your exposure. You'll still lose some, but you'll make it eventually.
