A few questions:

* Do Alliance HQ upgrades affect members outside of Alliance War?
* Do Listening Post attributes and upgrades affect members outside of Alliance War?
* If a building is destroyed (structure HP reduced to 0) does it still provide its benefit to agencies? What about the 1/4 neighbor bonus?

FWIW, my gut says: yes (one of the upgrades is increased income), no, and no. But I haven't tested any of that.

The 1/4 neighbour bonus has never worked for me.

When I use detonate, at least, I seem to have a harder time hurting buildings that have bunker neighbors than others, but that may just be my imagination (or the defense scores of the defenders).
