Agency Specialization: Shared or individual?

I think this is actually individual -- but why is there a button under the alliance page?
Related: seems like I only earn spec coins doing alliance wars. Is there another way?

    You earn coins in war and Specialization is individual. Some skills you buy will effect Alliance members.
