% chance to perform mission without energy cost

I'm convinced at this stage it does not work, I've stacked characters with this and tried repeatedly but can never get it to work. Anyone seen it proc?

    Nope. I gave up on it too. I think I had stacked it to about 4 or 5% and could not get it to proc at all.
