Game Freezes for 15 Seconds

I am experiencing a definitely strange occurrence that does not make any sense.
Lately, during a PVP battle my game battle freezes for 15 seconds. When the freeze starts, I check the battle clock and when the clock starts counting again, 15 seconds has elapsed. It is not consistent as to when it starts, but the time (15 seconds) is consistent.
What is extremely odd with this, is it is not just my end that is frozen. It is the entire battle. I have no control, I can't duck, move left or right, or fire.
Unlike CKS, I do not receive any damage during this 15 seconds and the bad guys that are shooting at me have not moved, they are all in the exact same place.
If it is a juggernaut, he will resume firing when the game resumes. If it is a rocket soldier, he has not fired his rocket.
The only thing that has changed is, 15 seconds is gone from the battle clock.
