ERROR: transaction failed

When trying to buy another in-game item (purchased successfully 3 already) I am getting an error after login in at iTunes and confirming the payment. Here is the message I got.
I did contact Apple but guess - no answer; hope that here someone can explain me why am I not allowed to continue shopping (?)
