Contracts Problem

I am on Chpt 10 and level 29, and i keep beating the contracts and when i finish, it seems like the game resets all of them and i have to beat the same ones over and over. It seems like the story plot stopped and i get no more differen contracts. The good guns are TOO expensive to buy and i can do away with them anyway....
