It's actually nice for onslaught hunts for the wolves, which are particularly vicious. If you don't act quickly you'll get eaten. I don't think the game relies on your G+ account to keep track of you, it does it in another way, and I suppose each device is independent of the other.

The way to change it is to click "Upgrade" once you've selected the gun, then slide over to the Sight section and it will let you downgrade to a previous level. You have to hit the "Fit" button and it will fit the old sight onto the gun. I prefer Level 3 or Level 2 sights for the assault rifle, personally.

The rifle I used was the Grantham Huntsman (Region 6) which maxes out at 99.2% stability. It's an expensive beast though, and unsurprisingly expensive to upgrade.
