Revenge attacks.

Why is it that when you get attacked in PVP some people seem to be able to attack, but you can't revenge attack as there is no option to do so. Some attacks have the revenge button at the end and others don't, is this another bug in the game or are there people using cheets in the game already, wouldn't be surprised if it's a cheet being used in the game.
