That's just the limit... Before the last update it is was 60! What disappoints me the most is that any XP you gain after you reach the ceiling will be lost, and won't be added to your level when the limit is eventually increased, like with other games I've played.
I don't think that's the way XP works in this game -- XP appears to accrue after you hit the current max level, but you don't level-up until the next campaign raises the max player level.
At that point, your latent XP pushes you up (in my case, I jumped from 60 to 70 as soon as Brazil downloaded). Your player health increases with the new levels, but you don't receive any of the gold you'd get from incremental level-ups. That's how it's happened for me the with the last 3 campaign releases, and what I've read in other posts (complaints about not receiving the level-up gold).
