It's a slippery slope, and the answer is yes, and no (in my opinion). Yes - because you can "farm" gems and then move items purchased with them (cars, for example) between accounts. No, because you can't move the gems themselves.

That's an old version of android (kit kat if memory serves). Are you able to update yours to 6.x? Or, is 4.4 the "newest" version your device supports? If so - it could very well be that your device, unfortunately, is too old.
