Executive upgrader - can’t fulfill quest!

Hello everyone!
I am doing a quest Executive Upgrader - purchase crazy amounts of upgrades for any shows. And my number is just stuck at 212/250 like for weeks.
I would have thought that means purchasing upgrades of your food/items etc but somehow it doesn’t work? I tried to purchase upgrades items from my different restaurants but it still stays at 212.
now... did I misunderstood and got it completely all wrong or? Please help!
