TOS hacker or saucer bug?

I just noticed someone ahead of me in TOS with NO saucers and at exp level 29. This is near the end of the trial, so since they are in the top 10, they should've earned at least one saucer in this trial alone. Is this a hacker or just a saucer bug in the game?
