Can not access weapon shop

I have put in ticket for this and the issue was never resolved, all i was told was to reinstall the game and i did twice.
Issue: When I hit the Weapon shop button the game reloads. This reloading prevents me from entering the shop.
IMPORTANT INFO: The weapon shop works perfect if I am not online. Unfortunately you can not purchase the higher level weapons without being on line.
As stated before i re installed the game twice, I even gave the person who responded to my ticket all my phone info such as operating platform and everything else they asked for (twice).
I really just want to know if this is a known issue for anyone else.
