Not sure about hunts per level. I think in terms of hunter bucks at the highest level.
It can vary depending on software update. I was levelling up every 500,000 dollars or so in region 9 for a long time, then it was closer to every million. Since the region 10 update, it has been more frequent again.

85-90 I think. The only reward for a level is 1 gold, so if gold is what you're looking for, I would watch a few advertisements in the free gold area.

Was around 200 before reciently update. Seems like it takes 250-300 hunts 5o complete a level now.
