Internet connection

IPad connects fine to Internet. When updating regions ,including ones that I have been using for sometime ,I get a "poor internet connection " pop up. Even region 17, will not up date. Any helpful suggestions?

    Cleared cache. Unfortunately it did not help, but thanks for the advice. Was hoping the site was the problem.

    I've got the exact same problem
    Looks to be happening since the last iOS update
