westin desperado: higher capacity

has anyone noticed shotgun westin desperado has a max capacity of 17? virtually all previous shotguns had a max of 13 or less.

except in the first four regions where some had 15 and a few of the event guns that had up to 16. the maximum were vulpes camo and gryffith deluxe with 21.

I think it was an event prize.
Awful gun. Used it a few times way back when and hated it...
