Technically, it is Region 22. Levels are different, and every player is pretty much different. According to another thread started by WmC, levels max out at 300 at the moment. If you are looking for "level 22", you probably have a ways to go before being able to open Region 22 when it is released!
Anyway... Region 22 was announced on August 6, and if the pattern based on past experience plays out, you might expect it tomorrow. Keep in mind that once Glu releases it, various app stores still have to approve it and some some (eg Apple, Android other than Kindle) tend to be faster than others (Sorry, Kindle!). Kindle has been known to take a few extra days on some regions.
