can't get elite series on level 13 to open?

I have played over 100 contract hunts,finished the trophy hunts and hunting series and can't get the level 13 elite series to show up. I need the elite series because I need the a-kane 47 to finish the sleigh bell event and only 15 days left to do it in. Is this a glitch or am I doing something wrong? I have NEVER had to play that long to get an elite series to show up and I have been to the last level available 3 times(thanks for the resets,GLU!! :mad:). I am playing through fb on my desktop. Thanks for any help/ideas!!
