Uses for Permits? Assault Rifles? Pistols?

Does anyone know what the permits do after it is purchased using itunes credit? Since it does nothing, should we assume that permits will have some use on the next update of this game?
Assault Rifles only have a max firepower of 183 while a mission shows up saying that the recommended assault rifle power is 471. Should we just assume that this will also be corrected on the next major update?
What exactly are pistols for? What purpose would they serve if all levels could be passed with a rifle and/or shotgun?
