My IOS won't download Region 7

Can anyone PLEASE help?? My IPhone 5 won't download Region 7, I've never had problems in the past, but now I can't get region 7, anybody know how to fix this???

    Have you downloaded the update from the App Store? Some updates are via the store and some are OTA. The latest version has an icon with a red nosed deer on it.
