headsman elite pistol not able to be used for region 7 spring outbreak?

I bought the region 9 headsman elite with the hopes it would work for the region 7 and 9. When I go to region 7 it says I do not have a powerful enough pistol and I do not have a Spring outbreak event pistol. I have the elite Bingaman complety upgraded. Shouldn't it work for region 7? I'm on an Android

    The Headsman pistol is the required pistol for the region 7 event.
