98.8 stability

I'm on standard 5 map with a standard 6 rifle. The last trophy hunt requires 98.8 stability but my gun only goes up to 97.8. How is this possible with a gun bigger than the map?

    My R6 Grantham Huntsman went to 99.2%. Are you sure you have all of the upgrades needed? Stability = Barrel + Stock + Muzzle.

    Make sure the first couple upgrades that increase power are all the way up. On the last couple upgrades they also increase stability.

    Yes I have everything maxed out on it except the infrared.

    R5 rifle Maginot maxed @99% stability. If not then there must be something wrong.
