  I had that when I first played. My parents had wifi. I did not. Now I have my own. You can play without it, but you need it to download regions and new weapons or events.
  Apparently you must not have wifi or it is not reliable. You need a wifi signal of your own or play in public wifi with a business who has it. Just remember that it is unprotected from being hacked. I would avoid it for that reason alone.
  That is your only way to get rid of the timer. Till then it won't refill. It will still take an hour and 40 minutes to refill it as usual.
