  region 14 is llocated right before region 15 and, iirc, right after r13...

  I finished 15 and have $34 million by shooting in 15. I don't know if it goes any further. One of the rifles says it is for region 15 and 16. But I have no idea what moves it to the next level.

  Time will move it to next level. Regions do come out sequentially after particular time intervals determined by the developers. Thus is how games operate.
