What is the last chapter

Hello.

I'm in old town: the 4th chapter level 15 and i succed in this level but i can't go further.

Is it normal?

    4th chapter is still part of the First "level" or "venue" rather, what you need to continue your progress is to keep spending stars.  Continue the "To Do" list.  Eventually you'll get to the next stage (after repairing the Hotel, it becomes the next venue to play in).

    Is Chapter 17 available yet? I have been playing and finished Chapter 16 for a couple weeks. Thank you!

    I'm currently at Chapter 16, and there's no sign of Chapter 17 coming next update, but it is teased that it will be a snack shop venue, and the upcoming new content is a limited-time (to acquire) decors and outfit. Hope it helps.
