Quinn's Counter?

One of the current event goals is to upgrade Quinn's Counter in the Big Fat Greek venue. I have now played all available levels, and there is no "counter" for this venue. There are only the grill, fryer, and oven. I will have to spend diamonds to skip this goal, but perhaps it can be corrected for future players.

    I had this same problem.  The counter was only in the first chapter and I had already passed it.  If you go back to the upgrades in the first chapter you will see it
