Do you have different logins for Game Center and the App Store by any chance?
The iCloud game save feature needs the identical AppleID to be used.
I think you mentioned you have the same AppleID accounts on both device…

This is not a bug.
Don't have an exact answer for you yet, but as a guesstimate it will be 1+ week. We need to make sure both the iOS and Android versions are ready.
