How about a way to convert fortitude gear to resolve gear. Maybe a system such as pay 100 gems to convert the item.
I've always thought fusing gear should fuse the capabilities. If you push multiple Resolve pieces totaling the GS of a fortitude (or higher) you could have a option of bumping the GS of the fortitude gear or turning the fortitude gear into resolve.
