still pvp is not very responsive please fix

Still after months of playing PvP i notice that I can not hit players properly when they are running even when blood is drawn they do not loose health and I don't mean the modders I just mean there's a floor in PvP that allows people to just run around and avoid losing health even when being hit, please fix, this game could be the best just fix PvP and add more PvP type games inside ew3 like 4 against each other or guild PvP or level PvP.
