My bro hasn't been able to play since the latest apple update... Why?

He updated his iphone4 because the update said it improves performance...
Now when he opens the app it starts the loading screen and when the bar finally gets to the end nothing happens... We sat and watched it for ages and it just wouldn't start up.
We tried deleting the app and re-downloading
we have force closed the app and we have restarted the phone.
Any help would be appreciated!

And he has spent some money on his account too, seems a total waste if he doesn't get to use what he's already paid for.
Dbarclay, the iPhone 4 iOS 7.1 issue has been addressed like a billion times. Read other threads.
Seriously. It keeps saying "Network Error. Dial 0?"
A simple no fix has been implemented yet would have sufficed. Thanks anyway!
