It don't give me that choice only on other players
You can only "click" on other players.
For the NPCs you use your action button, if you have the right menu showing you will not see the "button" apearing since it will be under the menu so first make sure to have the menu slide away so you can use the button that is where your normal attack button is.
This said, you are not really suppose to run around "talking" to the NPCs, they correspond to the menu actions, so instead of running around you should just use the menu to do all your actions like item selling, dungeon entering, and so on.

When you get close to them an icon should appear on the lower right of your screen. Click that to interact with the NPCs.
