Runes changing quality upon removal?

Had a guildie state that a common rune he removed became a lesser rune. This has only happened once and he has removed other runes without that occurring. Has anyone else had this happen?

    Nope. Never seen this happen. I've been reusing a blue (greater rune of Ice - dmg) for over a month and I've gone through 3-4 weapons already.
    Keep calm and farm on.
