Venue active for chef duels

Hello!
I was wondering what it takes for a venue to start showing up in chef duels. I like to save up gold and upgrade a venue before doing duels in it, but I recently got a daily quest in one of the unupgraded venues.
It is not clear to me whether you need a certain number of stars in that venue or you just need to play some games to get it to show up in duels.

Duelling seems to open up after different episodes in different venues. Someone on another post mentioned a venue opening for duelling after season 3, but I was caught out in Sweet& Savoury Streetfood where I got a duel in Season 2 and had almost zero upgrades. Considered forfeiting but played and needless to say lost.
