PPP progress bar not 100%

Although I've reached 100% in appliances, food and decor (bought everything possible), my progress bar in the Chef Magazine still isn't full yet. Can anyone tell me why?

Also, I've noticed that some random players in the game has PPP progress bar at 100% and even one of my opponents in Chef Duel had pieces of Gastroyacht Pacifica's outfit in Chef Duel's store which isn't out yet. Maybe they're AI opponents?
PS: It's really strange that although I've reached PPP at season 5 episode 2, it hasn't appeared in any of my duels yet ._.

    I haven't, but with other venues, even though I haven't finished them yet, it only counts towards the upgrades. It's located in the Chef Magazine page.

    The GP outfit is fully available for me. But I can't afford it yet. It's possible that others saved their tickets to buy it already.

    They had a special during the slashed 1/2 prep boost hours. It was $2.99 to purchase the entire gastroyacht outfit.

    Oh, I didn't mean this week, by the time I'd written the 1st post it wasn't available yet.

    I didn't see that in my build. Perhaps it's on the different build like the whole Chef Challenges thing.
