I also thought that "using booster" could mean serving the special dish but it seems it's just chosing the "booster" qualifies. The goal tracker should appear immediately after you start the level with "boosters". Chosing one special dish for the episode = using " one booster".
I believe there might have been sime bugs initially but over the last week this is how I see it work consistently. Hope this helps.
