Hey there! Sorry for any confusion! Do you zero out your Customers prior to Happy Hour activating? In order to get Gold Stars, you'll need to complete all Customers prior to Happy Hour activating as well as complete the Customers that Happy Hour activated.
If you zeroed out the Customers prior to Happy Hour activating and you're still not getting the Served All Customers goal, please take a screenshot and send it to Customer Care. They'll take a look at it further.
