Warming stations can only be unlocked in a few venues

Is this normal? I have every venue maxed but only have the warming stations available in a few.

In a few venues you can put things back if you grabbed the wrong thing or didn't mean to grab anything -- BBB fryer bins, DnC only pies (but cooked or raw), PT and DB soups, SSSF food compartments, GP entree assembly belt are the ones I can think of at the moment. But usually you're stuck carrying the mistake or taking the penalty (-8 pts iirc) for trashing it.
