Where do these sets "attract" the VIPs? Randomly throughout the game?

They are just clothes. When you buy a set, you get a few of the VIPs added to your prep kitchen inventory.

Thank you. Wish they said "earned" instead of "attracts", I thought it would be an ongoing perk

Agreed. Well, the fifth Wishelin Star does drop VIPs from the crates.
