Wishelin inspector only hit 1 restaurant?

I'm not playing with my current progress right now, still waiting for it to be restored. But I'm still at level 64 and fame 30 and the Wishelin inspector only hit 1 restaurant when he showed up, normally he goes to 4. 
I was really looking forward to those couple extra golds :(

    How many venues do you have open? I only have 10 open, and the inspector only goes to 2. I notice once in awhile he only goes to 1. I just thought it was because I did not have all venues(I'm more into duels so I master each venue before opening another I could stuck dueling in I didn't have mastered). If he only goes to one, I notice it is usually BBB, or S&S.

    I think I have all but 4 open, and he always hits me 4 times. I'm guessing this was a random glitch that had something to do with my lost progress, I just made a thread in case others have the same issue :)
