They only guarantee backup via a Facebook account (using Connect button they have everywhere in game) but I’m not currently linked to FB and when I recently upgraded my device, the game data transferred successfully. It was a risk tho so don’t count on it as your only backup! I screenshot my main screen, showing coins/gold/levels/etc and my chef stats, showing my game name, at least once a month. More than once it’s come in handy to have game restored when it spontaneously reset.
