VIP is kind of a gray area, there's a formula that the developers and Glu uses to determine whether you deserve VIP. Sure, spending money will most likely increase your chances, but activity (both in forums and in game), how long you've been playing, and being a positive influence in the community will surely help your credibility. The developers will email you if you qualify for VIP, but you can also check by going to your profile (tap on your name on the menu) and seeing if you have a VIP button. Good luck friend!
