APPLEID PERM. DISABLED

All purchases for Design Home and Covet are tied to a now permanently disabled Apple account.  Can I transfer purchases? Apple says they can’t help and I just repurchase all inventory in both accounts.  I’m top level on both and it’s $30k++ that I can’t access and re-purchasing that much is not an option.  PLEASE HELP ME
