GAME GLITCH PLS HELP!!

My game keeps telling me to meet people at the Panino, but whenever I go find them there is no one there. I now can't complete any of my quests. Is there some way to solve this issue?

    On some events you have to have Simon call them first. Like, itll say something along the lines of "meet ___ at Panino, available in __" and an option right under that gives an option to have him call the other person.
