On latest version of Android: Settings-Google (services and preferences)-Ads-Opt out of ads personalization I just tried this as my ads are back, were completely gone just before I did this and reloaded the game. Good Luck!

Yep having the identical problem word for word as you. Glad it's not just me. I'm using a new Android device with the latest release of the OS as well.
