Not letting me complete goals

I've been stuck on this goal for weeks now and the game won't let me progress. it says I have to speak to Ray Powers at Panino but he's not there when I go. I can complete other photo shoots and such but I can't progress in the game until I speak to him, but it isn't letting me. help please
