If the wedding route is anything like Stardom: Hollywood, which I am guessing it's 100% the same concept, you cannot marry GC/FB friends. The feature is most likely only available to in-game characters.
Obviously I do not know that for fact but that's my guess anyway, seeing as this game is just Stardom: Hollywood without scripts and includes Kim.
Marriage works with friends now too! After the first Florence quest, I was able to get engaged by doing a few dates with my partner and having a chat with them
