Are there 3 in every city? I am only finding 2 in Florence, Dubai and a few others. Am I missing some?

Yeah, 3 in each city/outdoors would make sense, but I can only find 2 in Punta Mita, Sydney, Florence, and now Dubai.
Not to mention there isn't another in any of the buildings in Dubai.

Unless I'm missing some?

There are 4 in some places:
1) Beverly hills: the tree beside Kim's house, the pumpkin (which is a fire extinguisher usually I think), the skull (which I can't remember now what it is usually) and the bottle at panini's. And for halloween, the pupmkins, skulls and bottles at left and right at Kim's house.

2) Hollywood: again don't forget the bottle at brew palms

3) Calabas: don't forget the mannequin at Kardash

4) LAX: Dont't forget the luggage inside

5) New york: don't forget the mannequin at Kardash Soho

5) NYC: don't forget the luggage at the airport

There are 5 in total just in Soho (oak's bottle; mannequin @ kardash; skull at the very right screen; cat; newspaper machine)

Again 5 in Las Vegas: from right to left: the fire thingy at the very right; the bottle at miraggio; the cellphone billboard; the bottle at le chateau (next to the barmen); the newspaper machine

Wow!! I was missing a lot of them!! Thanks for the heads up!! I have only found 2 in some areas also, Dubai is one of them!

I wish places like London, Paris & Dubai had more tappables since they are expensive to travel to.

I think we need one in each home, regardless of whether or not we have a pet. So far I can only afford the 20K Star adoptable cat, (even looks cleaner and cuter once you get kitty home), the Miami dog - he was Kardashian Kash, not stars. and the 40K Star Hollywood dog. All pets should be like the homes. on an either cash or stars basis.

Anyway - I think each home should have like a cookie jar or a pitcher of lemonade something for you to tap every so often Call it a Comfort of home. lol
