Finding/Dating other characters in the game.

I have looked through the lists, and I wanted my character to date one Zachary Harrison, how and where would I find him?

At the moment running into NPCs is random and not all of the people in top stars will be actually around in your game. They add more stars from the list into locations to meet with each update though. Hope you find your guy!
