How to restore game and connect to Icloud

My game app was opening and then crashing immediately during loading. The issue would not resolve after a lot of time and various attempts so I deleted the app and re-installed it based on other user recommendations and believing that my progress would be saved in i-cloud. I am now experiencing a new issue trying to get the app to connect with my icloud: When I open the “new” app and click “I’ve played before” and select the option of i-cloud to restore the game it tells me to sign in to my i-cloud through my system settings. I am already signed in to I-cloud and have tried signing out and back in but it still gives me the same message! It makes no sense. Unfortunately I had made several recent star pack purchases which is money down the drain if I can’t get anything restored. I would appreciate any help!
